'A Midsummer Pantomime', 1884. Sir William Harcourt holds his London Government Bill. This had proposed the incorporation in a single municipality of all the inhabitants of the Metropolitan area. However, the Bill had been placed to the back of government business and now had no chance of being fully debated prior to the end of the 1884 Session of Parliament.
